TOWN OF COLCHESTER PLANNING BOARD
What is the purpose of the Town of Colchester Planning Board?
The Planning Board was formed in 1986 and currently consists of five members and two alternates. The PB serves the Colchester municipality by assisting landowners with the actions allowable and followed according to the PB Subdivision Regulations and ensuring the compliance with all NYS Laws as well as the TOC Laws. The PB is assisted from a liaison from Delaware County Planning Board. They offer guidance and information updates, as well as any action needing to go before the Delaware County PB such as the 239n.
The TOC Planning Board serves these functions:
· Combining your land (same landowner)
· BLA – Boundary Line Adjustment
· Minor Subdivision
· Major Subdivision (five or more parcels)
Where can you find the Planning Board?

The PB meets on the third Thursday of the month at 6pm in Town Hall. To be placed on the agenda, kindly email what you would like to accomplish to the PB. To send documents: P.O. Box 321, Downsville, NY 13755.

- To combine two or more adjacent properties that YOU already own: This requires an application for Same Owner(s) to Combine Two or More Adjacent Tax Parcels.
- To move the boundary line between your property and an adjacent property owned by someone else: This requires a Boundary Line Adjustment (BLA) application.
- To divide your parcel into two, three or four parcels: This requires you to apply for Minor Subdivision Review. To divide your parcel into five or more parcels requires you to apply for Major Subdivision Review. (Note – Previous subdivisions since 1991 count toward this total). If the meeting is cancelled, an emergency meeting the following Thursday at 5 pm will be scheduled.
